PDFsam Basic is a free, open-source desktop tool that splits, merges, rotates and extracts pages from PDF files. Everything happens on your own computer, so confidential documents are not uploaded to a website.
It is handy for assembling reports, case files and client documents. It does not edit the text inside PDFs, and the installer and website also promote paid editions, so pick the Basic version.
