REAPER is a professional digital audio workstation for recording, editing, mixing and mastering. It has a very small installer, runs well on older PCs and supports VST plugins and almost any audio interface.
You can evaluate the full program for 60 days, after which an inexpensive licence is expected. The huge number of options takes time to learn, and it includes few built-in instruments compared with some rivals.
